You are reading an HTML file in your browser from Office 365 even though Browser File Handling is set to Strict.

I made a simple javascript to request the html file from doc library and write it in a new doc which appears to by-pass the 'noopen' header.

This HTML file is saved on my public site here: http://joshuabooker.com/PDF/Documents/BrowserFilehandling.html

This is a link to another html file, all links to .htm & html are fixed to call the OpenHTML() function:

To get this to work for your HTML pages. simply add this script ref to the bottom of your html pages like so:
